Institut Télécom's strategy for 2008-2012 is aimed at making the group a world-class leader recognized as a benchmark center of excellence for its masters' and doctoral training, for its driving force in ICST academic research (especially in the field of communication), for its expertise in and forecast studies on the technological, economic and social development of the knowledge society and digital life, and for innovation and support to the creation of start-ups. Depending on appropriate support from the State, the group's objective is to increase the annual number of its schools' graduates from 1,500 to 2,000 within a 5-year period, and step up its research potential to meet the increasing needs from the digital economy.
Institut Télécom's strategy is hinged upon five priority areas:

- Two of them set the group's scope of action

Institut Télécom aims to [1] strengthen its position in the global context and competition, while [2] further stepping up its regionally -centered initiatives.

- Three of them set the guidelines for Institut Télécom's action

Concerning teaching, Institut Télécom aims to [3] broaden the range of its training courses to meet the increasing needs for first-class scientific and management expertise.

Concerning research, it aims to [4] be a world-class player in the field of ICST research, especially for communication (telecom, contents and usages).

Lastly, as a center supervised by the Ministry for the Economy, Finance and Employment, Institut Télécom aims to [5] foster innovation and economic development.
